Sistemas multiagente con inteligencia artificial generativa en programas de financiamiento público a la innovación: arquitectura y evaluación

Los programas públicos de financiamiento a la innovación son instrumentos centrales de la política de innovación en distintas economías, con iniciativas como el Small Business Innovation Research (SBIR) en Estados Unidos, el European Innovation Council en el marco de Horizon Europe y el Programa Centelha en Brasil. Pese a diseños instrumentales robustos, la preparación de propuestas constituye una barrera sistémica para pequeñas y medianas empresas. Este artículo expone el desarrollo y la evaluación empírica exploratoria de un producto técnico-tecnológico en la categoría Software: un sistema multiagente basado en inteligencia artificial generativa, organizado en cinco capas funcionales y quince agentes jerárquicos. La interfaz opera en WhatsApp y la orquestación, mediante la plataforma low-code n8n. La investigación adoptó Design Science Research y el artefacto se evaluó, en un estudio cualitativo exploratorio del caso del Programa Centelha, mediante entrevistas semiestructuradas a diez especialistas realizadas entre febrero y abril de 2026, analizadas con el método de Gioia, Corley y Hamilton. Del análisis emergieron cuatro dimensiones agregadas y cuatro proposiciones de investigación. Los especialistas reportaron adherencia plena al criterio Idea Innovadora, adherencia con reservas en el criterio Proyecto de Negocio por la revisión requerida en las cifras presupuestarias y una evaluación positiva unánime de la usabilidad. La articulación entre sistemas multiagente, grandes modelos de lenguaje y canales de comunicación ubicuos ofrece una vía para ampliar el acceso al financiamiento público de la innovación, con transferibilidad potencial a otros programas y resguardos de revisión humana para mitigar las alucinaciones y los riesgos éticos identificados.
