Desconfianza, disonancia y ruido: la evaluación de las actividades tecnológicas en el sistema de carrera del investigador en Argentina

Resumen

A pesar del creciente énfasis en la transferencia tecnológica dentro de las misiones universitarias, los sistemas de evaluación de la carrera académica continúan privilegiando un conjunto acotado de productos de investigación, dejando numerosas actividades y productos de transferencia al margen del reconocimiento académico. Este artículo examina cómo se evalúan las actividades y productos tecnológicos (APT) en el sistema de carrera del investigador científico del CONICET (Argentina). A partir de 421 informes de evaluación por pares en áreas aplicadas, combinamos análisis lexicométrico y cualitativo para explorar el lugar que ocupan los APT en el discurso evaluativo y las dificultades que generan. Los APT rara vez ocupan una posición central: en comparación con las publicaciones, la formación de recursos humanos y la investigación prospectiva, conforman una clase léxica débil. Cuando los evaluadores sí abordan los APT, señalan de manera recurrente (i) una documentación insuficiente y desigual que socava la comparabilidad; (ii) una "disonancia" entre fuentes de información que obliga a los evaluadores a reconstruir las trayectorias de transferencia a partir de registros fragmentarios; y (iii) incertidumbre y desconfianza respecto de si las actividades declaradas representan genuinamente una innovación, de su relevancia y de la contribución específica del postulante. Interpretamos estas dinámicas a través de la distinción entre variabilidad productiva e improductiva en la evaluación por pares. Parte del desacuerdo refleja estándares plurales legítimos para juzgar productos de transferencia heterogéneos. Sin embargo, las deficiencias procedimentales y los desajustes entre fuentes documentales también generan ruido evaluativo: la evidencia fragmentada y los formatos de reporte disparejos favorecen una dependencia excesiva de heurísticas y amplifican los juicios personales de los evaluadores.
