Abstract

This study aims to present the definition and characteristics of regional innovation systems as well as actions focused on their development. For this purpose, the present study uses the neo-Schumpeterian theoretical bibliography as support for the analysis. The conclusions point out that in the Brazilian territory, companies, universities, research institutes, government institutions, among other actors, develop interactive and cooperative relationships that enable innovative development. In this field, there are habits, values, cultures, and their own productive and institutional structures that enable different patterns of regional innovation systems. It is up to the State to play the role of promoter of regional development, given its capacity to mediate interaction, deliver political articulation, and foster innovation programs. Development policies aimed at interaction and cooperation, learning processes, the formation of joint strategies, and the availability of resources are highlighted.

Author Biographies

Silvio Cario, Universidade Federal de Santa Catarina

Graduated in Economic Sciences from the Pontifical Catholic University of Campinas (1975), Master's in Social Sciences from the Federal University of Santa Catarina (1991), Master's in Economics from the Federal University of Rio Grande do Sul (1979) and PhD in Economic Sciences from the State University from Campinas (1997). He is currently a professor at the Federal University of Santa Catarina. He has experience in the field of Economics, with an emphasis on Industrial Organization, Industrial Studies and Innovation Economics, working mainly on the following topics: technological capacity building, production organization, industrial structures and competitiveness.

Rafaela Burger, Universidade Federal de Santa Catarina

PhD in Business Administration at PPGAdm at the Federal University of Santa Catarina (UFSC) with a period at the Open University of the Netherlands, Netherlands (OU/NT). Master in Business Administration from the Federal University of Santa Maria (UFSM). Graduated (2015) in Business Administration from the Federal University of Santa Maria. Reviewer of several journals specialized in the area. She has published 11 articles in specialized journals and 16 papers in conference proceedings. She has 2 published book chapters. Areas of interest are: Entrepreneurship, Innovation and Governance Mechanisms.

Dannyela Lemos, Universidade do Estado de Santa Catarina

PhD in Administration from the Federal University of Santa Catarina (2013), Master's in Production Engineering from the Federal University of Santa Catarina (2003) and a degree in Administration from the Federal University of Santa Catarina (1992). She works as a professor at the Department of Business Administration at the State University of Santa Catarina UDESC/ESAG and the Stricto Sensu Postgraduate Program in Administration at ESAG, in the professional master's degree. Areas of interest: people management, culture for innovation, innovation systems, collaborations for innovation and university-industry interaction.

Pablo Bittencourt, Universidade Federal de Santa Catarina

He holds a degree in Economic Sciences from the Federal University of Santa Catarina (2003), a Master's in Economics from the Federal University of Santa Catarina (2006) and a PhD in Economics from the Fluminense Federal University (2010). He is currently an Associate Professor I at the Federal University of Santa Catarina, n Graduate in Economics and International Relations and postgraduate in the Professional Master's Degree in Intellectual Property and Technology Transfer for Innovation. He has experience in the field of Economics, with an emphasis on Innovation Economics, working mainly on the following topics: Brazilian and Santa Catarina industry, National Innovation Systems, local productive arrangements and university-industry relationship.
