The new political principles of the Venezuelan educational system, which are intended to promote the community work toward an entrepreneurship education, place an emphasis on family-school-community integration, citizenship participation, empowerment of the local identity, and the promotion of the endogenous development. An ethnographic research was conducted in La Quebrada rural setting, Urdaneta County, Trujillo state, Venezuela, to analyze the educational counselor’s functions in order to apply these policies. Among the study’s foundings, the following are highlighted: The importance of community work to promote the endogenous development, the recognition of the investigator and the social promoter roles that have to be developed by the educational counselors into the communitarian context, and the encouragement of agriculture, tourism and ecotourism, as potentials for the community development. Keywords: entrepreneurship education, communitarian work, endogenous development, educational counselor, communitarian projects.

The present article searchs to analyze - from the debate on the theory and the concept of education in the distance - the possibilities of intensive use of the EaD, in the context of the new public politics of education, as instrument of social inclusion in Brazil. It is verified, in this analysis that education in the distance, in a context where the continued learning started to be part in the life of the people, is presented as an important tool in the process of construction of public politics of education in the country. We conclude that, in the management of the public politics of education in the distance in Brazil must be advanced in the consistent construction of one arcabouço institucional and in the generation of stimulatons to the research in EaD, with sight to contribute for an increasing social inclusion in the country.

Methodologically, the work is based in a multidisciplinary bibliographical research, involving the areas of productions engineering, business administration, economy, education and sociology.

Portugal has an active population with low levels of education, a specialized manufacturing pattern based on traditional sectors and firms of small and very small size. These characteristics have a strong impact on the improvement of innovations and on the university-industry relations which have to be understood differently from the developed countries. This article intends to know what are the basic conditions for firms be innovative, in this very specific context, what type of innovations are they able to produce and what are the circumstances in which they can develop advantageous relations with the academic world. We conclude that the basic condition for these to happen is a certain accumulation of knowledge inside firms. An increasing in the accumulation of this knowledge goes hand in hand with the improvement of innovations and with the integration capacity of firms in the innovation space, notion which is proposed in alternative to the one of innovation system.

Cooperation agreements in biotechnology allow us to observe the complexity surrounding alliances. The market globalization, the exorbitant costs of R&D and the rapid changes in technology, are arguably amongst the principal reasons that push companies to establish cooperation agreements. Biotechnology companies use this instrument to develop external features in the search for resources and missing expertise. This paper sets out to identify if such cooperation agreements in biotechnology companies are an advantage in themselves, sufficient for the acquisition of new capabilities and if they help the growth of these companies. For this approach, a private database of companies in the two most advanced countries in this sector: United States and United Kingdom, will be used.

One of the current characteristics in science, is the high complexity and technical character that becomes over the last years. This has induced the development of a specific type of professionals, highly specialized in the disciplines that they are involved in, which has produced a communicational breach between the scientists involved on different branches of the science.
One of the strategies intended to cross this breach, is the generation of multidisciplinary research strategies, in which professionals of every field of the science can take part, being a kind of scientific and human bridge between the different research teams where they are involved in.
This new style to do investigation has made possible the generation of new branches in science, such as for example Biotechnology. In this field -Tissue Engineering- becomes to be a very interesting example of the potential to work in multidisciplinary teams.
The reason for this is mainly to avoid technical mistakes, which could cause the death of some patients and which can only be solved by developing research under a multidisciplinary strategy.
Nevertheless, and in spite of the success working with multidisciplinary teams, this kind of strategy is rarely used in Latin-American, where the reasons seems to be centered in some aspects personal and cultural.
This work shows an example of the new style to develop complex research, which could suggest a new way of working in Latin-American, granted that there is the will to enhance current scientific level.

Firms’ intangible assets are becoming more and more relevant in the different areas within the financial discipline. Its management, its quantification and its valuation nowadays constitute one of the main challenges which economy and business try to face. Through this paper we will evaluate some models based on the real options theory in order to estimate the intangible assets value of certain firms, specifically I+D biotechnological firms projects. With this aim, and after deep research on biotechnological industry, we will establish the parameters regarding one model which can be considered as a quantitative valuation method that we apply to a sample of biotechnological European companies. The results obtained through the empirical analysis are promising and they support the use of the real options theory to evaluate biotechnological firms.

Ethics and social responsibility of agri-business in Latin-America
The main objective of this work is to remark the relevance of ethics and the social responsibility of agri-business in a globalized World. Initially the concept of globalization is reviewed and its effects on the management of agri-business, and also is showed the relationship between ethics, social responsibility and globalization under this frame.
Afterwards a review of entrepreneurial ethics, its instruments and its relation with the organizational culture is made, followed by an analysis of the concept of social responsibility of agri-business and application models to this one, putting emphasis in advantages and disadvantages of each model.
Next step shows the related areas to the applicability of social responsibility of agri-business, such as the environmental management, protection of the consumer, and total quality. Finally suggestions of some areas of study and meditation for agri-business professionals are made.

This paper reviews the Management of Innovation and Technology (MIT) literature to identify areas, themes and questions for applying at the organization level, also a number of implications for managers. The authors analyze the concepts involved, and discussed the underpinnings of these three dimensions and their relations. It is highlighted the most interest areas of this field of knowledge and their strategic implications at micro level. A synthetic review of this information was the base to make a proposal of schemes of MIT for their application at enterprises; as well they make specific recommendations for the small and medium enterprises.

In this article, the movement of knowledge and discoveries that take place in Chile, between academia and industry is reviewed. Examples of knowledge transfer activities, such as training, consultancy, contract and collaborative research as well as licensing relating to Chile’s bioscience sector are presented. In addition, a knowledge transfer ‘fitness’ index of Chile’s six leading universities is derived and analyzed. As a result, an approach for obtaining efficient knowledge transfer activities tailored to the biotechnology industry in Chile is proposed. Indeed, it is recommended that universities that lack intellectual property rights or knowledge transfer capacity concentrate their efforts in developing tailor made consultancy services, focused on biotechnology projects that could be turned into research collaborations with biotechnology companies. Finally, a number of useful information resources about the developments currently taking place in the biotechnology sector in Chile as well as a detail description of the mutual long term benefits of research collaborations to industry and academia are offered.

The objective of this paper is to deepen the discussion about the unavoidable way Brazil has to go through in order to construct a modern industrial and technological policy, based on knowledge and technological innovation, which will work as a stimulator of economic development. The different theories about this subject (SCHUMPETER, 1985; PAVITT, 1998; FREEMAN, 1995; KRUGMAN, 1995; COUTINHO & FERRAZ, 1994; MATIAS-PEREIRA & KRUGLIANSKAS, 2005), so as the principles set by the Brazilian Development Ministry (“Diretrizes de Política Industrial, Tecnológica e de Comércio Exterior”), give support in the search for defining a new model of industrial, technological policy and foreign trade for the country. The strategic role of industrial policy seems to be very evident, if it takes on its co-ordination work involving the productive agents, which are responsible for crucial decisions, such as those related to investments and/or innovation, in a context of great incertitude about the consequences of their decisions in the future. Finally, the conclusion arising from this discussion demonstrates that it is crucial for the country to define a modern industrial policy, which could be able to integrate the incentive to innovation as well as to exports, in order to serve as a tool to foster development. The paper also argues that the feasibility to this policy depends on Government’s ability in supplying agents with a favorable context towards adequate regulation, purchasing policy, availability on financing facilities and fiscal incentives.

In emergent economies, the continued process of digitalizing the ICTs, summed up with some sociocultural particularies and porvety, contributes to cleave the society into two groups: the connected and the increasingly more disconnected or socially excluded. However, efforts to effectively narrow this kind of divide transcends the provision of access to web and other digital networks, mainly if the attention is focused on people with disabilities and lack of literacy. For these social groups, accessibility and intelligibility are the key barriers to e-society. A manner to mitigate then is the objective of an ongoing research project in which we are engaged and that comprises the elaboration and application of a methodology for developing solutions to e-inclusion in Brazil. This paper presents the central aspects of such an appoach, focusing on some activities which go beyond the connectivity provision and may help the most “excludeds” in bridging the divide.

The objective of this paper is to identify how the automotive industries maximize the competitiveness in supply chain management through the constitution of entrepreneurial productive agglomerations of suppliers. For this purpose, an applied research was carried out, and the technical procedure utilized was bibliographic review based in some researches about Brazilian industrial condominiums. Thus, through the constitution of entrepreneurial agglomerations of suppliers in automotive industry it is possible to obtain logistic advantages in the transporting, stocking and warehousing activities. Besides, it is possible to maximize the supply chain management competitiveness through the establishment of trust and lasting relationships between the components of the whole chain.

The Brazilian Agricultural Research Agency (Embrapa) has proposed a “System for Environmental Impact Assessment of Agricultural Technology Innovations” (Ambitec-Agro) for the appraisal of research projects and technology innovations in the institutional context of R&D. A derived system, directed at eco-certification of rural activities (Eco-cert.Rural), has been proposed in order to extend the environmental assessment practice to rural activities. The Ambitec-Agro System comprises a set of weighing matrices organized for the integrated assessment of socio-environmental indicators, including modules focused on the environmental impact assessment of Agricultural, Livestock production, and Agro-industrial activities and a specific module for Social Impact Assessment. The calculated impact indices facilitate socio-environmentally sound decision making and allow the delineation of ad hoc recommendations for performance improvements, as well as selection of best cases for benchmarking purposes. The paper presents the Ambitec-Agro System and its applications as a project appraisal and technology management methodology.

Many studies have been analyzing the export performance of Brazilian software industry. The technological capability, however, has not been well exploited by literature. The aim of this study is verify the influence of technological capability in software - products and services - export performance. In special, the role of R&D investments. To proceed the analysis 488 enterprises of the Brazilian software industries were selected from the SEPIN/MCT database. The correlation between technological capability and export performance did not seem statistically significant. Discussions about this results and the competitiveness of software industry finishes this paper.

Since 1999, Brazil has made use of an important instrument to support Science, Technology & Innovation (ST&I) which is the sector-specific funds policy that currently supports twelve sectors of the economy. Experiences that consider investment of federal research funds have been employed since the 1980´s. The Fifth Generation Project, in Japan, the Alvey Program, in the United Kingdom, and the Small Business Innovation Research Program, in the United States, are some examples found abroad. In Brazil, before the Sector Funds policy has been created the Program of Scientific and Technological Support, dedicated to improving the development of high priority sectors. This article deals with some of these important programs, showing that such experiences did not happen without a theoretical basis, since the sector-specific funds already been diffused through the economic literature, which has Nelson and Winter (1982), Dosi (1982) and Pavitt (1984) as precursory.

The present article has as objective to verify if the concept of competitive positioning is being used for the National Center of Research of Wheat (Embrapa Wheat) in the actions of transference of the generated technologies. To reach the objective considered in this study, the procedures used for the transference of the technologies generated for the company in the period of 2002 had been analyzed the 2004. As it has supported to the documentary analysis, it was used referencial theoretician on strategical marketing and competitive positioning. Through this analysis the company was evidenced that needs to improve its abilities to absorb, of more didactic form, the information proceeding from the market and, ahead of this, it leaves to use the positioning concept as foundation for the actions of transference of the generated innovations.

Technological innovation is today considered the highest impact component of the changes that are happening within companies. However, in spite of the technology to be recognized thoroughly as being essential to the competitiveness, technology management has been representing one of the most difficult activities among the managers' attributions. This paper analyzes the behavior of companies from Minas Gerais state in relation to "importing knowledge from outside of the company". This activity focuses the external assets of the companies, which are represented by the company connections with its environment, including relationships with partners, competitors, suppliers, customers, professional associations, R&D institutes, universities and the community in general. It is presented the results of a survey based on a questionnaire sent through the internet and answered by participating companies. They show that the participating companies are attentive to the technological atmosphere in which they are inserted.

Motivated by the complexities of modern work’s environment, organizations are investing in a new organizational model, based in teams. Teams, however, have some limitations, including the difficulty to share and manage knowledge: while efforts are applied in the pursuit of results or an end product, teams isolate in internal processes and have difficulty sharing knowledge. Communities of practice, on the other hand, are created around the necessity to share knowledge in areas of common interest. The purpose of this article is to evaluate the possible advantages of the combined use of teams and communities of practice, with the purpose of improving knowledge management and, therefore, the effectiveness of teams and companies. Combining teams and communities of practice can stimulate learning and knowledge management, while maintaining the value placed on results – while teams add value through results and achieved goals, communities of practice complement this value through the facilitation of learning.

This article presents a proposal of methodology of evaluation of performance for the project of creation of Data Warehouse (DW) of Sebrae MG. A DW is a great corporative data base fed by information systems does business, many distinct times in formats and architectures, very increasing in the time, integrated and guided to the business whose function and to support the managemental decisions (IMMON, 1996). The evaluation methodology proposal is bases on three elements - people, process and techniques (RUBIO and BIRTH, 2005) - and uses the conceptualization of performance of projects of Shenhar (2001). Destarte, the judgment on the degree the success (or failure) of a project of Data Warehouse (DW) will depend on the perception of the involved ones (stake holders) and of the different moments where the evaluation (re) is made. The evaluation of performance of DW projects if initiates during the development of the project and if it extends after until its conclusion. In the phases you initiate, is looked to identify necessities of correction of route to also guarantee the benefits of short term and, by means of estimates of future impacts, of medium and long run.

Since the 90’s, the development and diffusion of modern biotechnology techniques based in rDNA, along with traditional technologies of fermentation and enzyme production, and the major organizational changes in large agrofood firms facing new competitive challenges, boost restructuring and reconfiguration in the food industries. In this new scenario, the food ingredients firms are expected to play a key and strategic role, as generator and diffuser of technological change among food industries. The emergent generic technologies offer great opportunities to Argentina, considering its important and competitive agrofood sector. Specialized firms, providing knowledge intensive business services (KIBS) are the interface players between science based firms and industrial users. This paper explores the new role of food ingredients firms in Argentina and inquires into the local potentialities of the modern biotechnologies.

The articulation of the Science,Technology & Innovation actors and the development of collaborative actions are essential to improve the efficiency and the effectiveness of the Brazilian aeronautic process and to maintain its global competitiveness. The present paper analyzes the dynamic cooperation network model of the Brazilian aeronautic sector based on the case study executed in joint with the Industrial Promotion and Coordination Institute (IFI) – an organization responsible for the industrial support and infrastructure programs to improve the quality and the training of this sector. Latin America it is inserted in an environment principally unfair that have effect in the production of science and technology, hence in the technology management. In this corner of the continent, it exist trends to compare to more industrialized countries, such as the ones of the north hemisphere (USA, Canada and European countries) in technology and innovation issues, nevertheless, the origin and the development of it depend on key factors that mark the differences. It must be consider that a well made technology management is based in the local production through State public policies, that boost the development of technology at long term and that Hill be suitable for each country reality. Good technology managers are not useful, if does not exist the necessary conditions for innovation production and development of cutting edge technology inside the country. For this, it is required tools that allow a technology platform and this way a technology.

Within the context of global production the interactions among endogenous and foreign firms and their respective innovation systems, as well as strategic governmental policies favouring the exchange, may give rise to either virtuous or vicious circles of development through technological spillovers (Cantwell 1989, 1995a; Perez 1998), therefore, the foreign factor should be considered an important component within the triple helix paradigm in developing countries. This paper argues that in developing countries foreign direct investment is a factor needed within the triple helix paradigm as it may catalyzes some technology transfer and through its operations may create certain synergy that favours innovation, entrepreneurship and even the planning of a technological learning process in the host country. In order to develop the argument, this paper presents the case of the electronics cluster of Jalisco, Mexico.

The emergence of the Web has brought proximity and favored partnership among different groups viewing to cooperate in the generation of knowledge and in the process of innovation. Among the organizational forms of cooperation, the communities of practice (COPs) have been notable as a propitious activity for joining work groups aiming at creating and sharing knowledge as well as problem solving (Wenger et al., 2002). For some authors, communities of practice have always been part of the informal structure of any organization. However, IT has made it possible to exchange knowledge and ideas at an unprecedented pace. The aim of this paper is to analyze the formation and performance of communities of practice as a tool for enterprise innovation. The methodology used in this paper is based on a case study of a multinational company whose performance as an innovative enterprise has been outstanding.

The main purpose of this exploratory study is to improve our understanding of the potential of RFID technology in the context of selected activities in one specific supply chain in the utility industry. Empirical data was gathered from two closely inter-related firms from three layers of the supply chain. A research approach is proposed where we aim to identify RFID opportunities, build potential scenarios and validate these scenarios through laboratory simulation. Results indicate that the adoption of RFID technology allows i) the development of new business models, ii) the integration of processes, and iii) the reengineering and automation of existing processes, facilitating supply chain integration and B-to-B e-commerce activities.

The technology transfer from technological institutes to enterprises is a subject of increasing interest for the development of Innovation National Systems. For the purpose of fostering technology transfer, it becomes crucial to identify those technological institutes of relatively high performance. Likewise, it is interesting to show the characteristics of those organizations as well as the way by which they use inputs to produce the expected outputs. The DEA model constructs an efficient frontier with those observations of relatively best perfomance; it shows for each inefficient unit what are the reasons behind such a low perfomance; and finally, it determines efficiency targets for each inefficient unit. This article seeks to identify the efficiency frontier from a sample of Spanish and Brazilian technological institutes and what may be the paths to improve the current performance. Our results inform about the standard characteristics of a technological institute operating in the frontier; the priorities among production targets: and the great difference in efficiency levels within the sample. Our conclusions show that there may be a significant scope for improvement and the need of practice review in the process of technological transfer.

This article seeks to analyze a number of factors which may influence de process of technology transfer from technological institutes to enterprises. Taking as a reference a literature review and adding up our own knowledge regarding the subject, we have developed a model of technology transfer. This model has been applied to two samples of Spanish and Brazilian technological institutes. The main objective lies in identifying those factors that may have a greater influence on the scientific and financial success of those institutes. It has been carried out a thorough data analysis with the assistance of statistical tools such as: Bivariate Correlation Analysis, Multivariate Analysis and Multiple Regression Stepwise Method. The results show some similarities as well as differences when comparing the two samples. Our results clearly indicate that the Spanish institutes exhibit a greater experience and especialization on cooperative research with comercial companies. However, even within the same country there are different patterns of especialization: some institutes focus on their own research and others seek to satisfy the needs of companies.

This article presents an analysis compared of situation of Chile in the Forestal Technological Innovation, based in the endogenous development of new knowledge and incorporating like central line of this publication the achievements reaches on the subject of forestal biotechnology by our country.
For which, it has to use the worldwide base of references of mainstream ISI, as another references of secondary character, on the basis of an aggregate of generic terms like: Innovation, technology and biotechnology; and specific terms of the sector. Detecting the main sources of worldwide knowledge and examining its coherence and relation with the scientific and technological Chilean duty.
About this article we concluded that the great quantity of forestal resources of Chile doesn't bear relation with the quantity of scientific production leagued to the innovation and technology fields and particularly the biotechnology; developed around this sector. Neither itself have relation with ties established with the principal referring worldwide and its subjects areas of development.

Trends and last advances in science and technology require the application of modern tools and techniques to generate structured and useful knowledge.
The present status and the dynamics of the information in the actual field can be accessed through processes of technological survey, capture, processing, analysis and visualization of information. With this purpose, we performed a scientometric study of the Chilean scientific production. Another Latin American countries and other three countries overseas were also taken into account as a reference to Chilean scientific reality. The study was lead by Dr. Patricio Vargas from the Physics department of the Universidad Tecnica Federico Santa Maria.
The study included the scientific productivity in indexed journals throughout the last 10 years. The searched areas were nanoscience and nanotechnology, constituting the knowledge-corpus that were analyzed and mapped with data mining tools.
The main conclusion of this work is that the actual quantity of scientist working in nanoscience is insufficient to reach technological development in the near future. In order to design scientific policies in areas such as nanoscience and nanotechnology, as well as in other technological areas, one of the main recommendations that emerge from this work is that this kind of survey techniques have to be applied in a systematic and continuous way by the people involved in science and technology policy.

This paper draws on results of research carried out on Brazilian biotechnology businesses evolution, from 2001 to 2004. The study is aimed at identifying elements of international market orientation and innovation. The empirical research updates information on biotechnology companies’ in state of Minas Gerais (MG). Using clusters, or ‘local productive arrangements’ perspectives, two characteristics of enterprises are observed: 1) the building up of internationalization competences; 2) the technological innovation potentials. A detailed questionnaire was applied to entrepreneurs and executives of a 42 sample of 75 operating companies identified. Results evidenced orientation towards internationalization, export growth, intention to export, creation of competence to cope with internationalizing. As for entrepreneurial development, despite negative company growth, new entrant companies are registered with higher innovation potentials and abilities to global products. Such new entrants are receiving venture capital investments, which indicate larger volumes of financial and organizational resources.

The reverse logistics make possible the return of residues to productive and/or business cycle. The present study has as objective to analyse the practices of a wood industry regarding to the residues and the ecological, lawful, and economic returns, obtained with the application of the reverse logistics concepts in the business environment. The technical procedure adopted was the case study. The data collection was made through the direct observation and interviews with the people in charge of the production and logistics sectors. The main results found were: the residues generated returns to the productive cycle obeying the environmental legislation, transforming itself in raw material again. The lawful revaluing of wood residues obtain competitiveness to company, because solve the residues destination problem providing the return for productive and business cycle, thus aggregating economic, lawful and ecological value to the wood residues.

The aim of this article is to provide an overview of the literature on learning and the building of technological capabilities processes at the firm’s level in both, developing and developed countries. It also briefly reviews some works dealing with these issues at the level of sectors and countries. After analyzing the strengths and weaknesses of the existing approaches, the paper attempts to identify the research themes that seem to be emerging (such as new indicators of technological capabilities, building capabilities in the services sector and learning networks) and advances some ideas about the areas that require further research to be done.

The main objective of this paper was to verify if organization factors contributes to the adoption of an innovation. This study was developed on the basis of a non probabilistic sample composed by hospitals and clinics. From the main factors identified related to the adoption of an innovation arise: the expectation for profits, and financial safety, innovation promoting structure and leadership for the implementation of this one. Now in relation to the general factors that promotes its adoption, in this work identified: experimentation, relative advantage, compatibility and complexity. Considering the more significative correlations found between this two groups of factors were: relative advantage-profit, relative advantage-profits; compatibility-profits; safety benefits-compatibility; suitable structure- safety benefits; relative advantage- personal factors; personal factors and safety benefits.

This study describes the structure of the incubated entrepreneurs’ networks. More specifically, it shows the embedded mentoring relationships in the network structures as part of the entrepreneurial career development. It is a case study that involved technological based incubators of Recife - Brazil. The mentoring informal networks are analyzed in order to show the individuals relevant positions. For the mentoring functions evaluation, an instrument was built and validated. Sociograms were constructed by means of Ucinet and Netdraw. The analysis enable the identification of the actors that perform important roles to the mentoring informal networks maintenance and expansion, as well as important roles to the relationships dynamics. The findings give evidence that the entrepreneurs’ networks structures are based on mentors’ social roles diversity and on strong ties. The theoretical and practical implications for the incubated entrepreneurs’ network construction are discussed, along with suggestions for future research.

The aim of this paper is to present and discuss the main technological trends concerning to the process of the introduction of Digital TV in the Brazilian market and its implications in terms of a new electro-electronic complex configuration, considering that this process could be understand a great industrial innovation. Aloe vera has been used worldwide both for pharmaceutical, food, and cosmetic industries due to the plethora of biological activities of some of its metabolites. A study case is reported focusing on the development of a cloning protocol of A. vera to provide propagation material with superior quality to the private sector in southern Brazil, i.e., A. vera juice industry. Such biotechnological approach afforded ca. 4,300 plantlets from 20 explants, over a 6-month period, overcoming the drawback of the lack of propagation material. Typically, the results have led to the increase of the cultured area and juice production of that species coming true the goal of the partnership between the public and private sectors herein involved. The transference of the resulting technology was successfully performed to the company and a patent covering the biotechnological process has been recently requested to official organisms on behalf of the partners.

The main benefits generated by the genetically modified organisms (GMO`s) include greater yields harvested, foods with greater content of nutrients, vaccines, resistant plants to virus or plagues and resistant plant to high levels of salts in ground. However, there is a controversial discussion regarding its acceptation and welcoming and is missing information in regard the topic especially in developing countries. The purpose of this study is to measure the level of knowledge or acceptance towards GMO’s and biotechnology by consumer from Caracas, Venezuela. The researchers will use a survey that was previously applied to consumers from USA, Japan and some other South American countries. The results of the study demonstrated that Venezuelan’ consumers are misinformed about this topic; however, they are more informed about microbial contamination and pesticides than other topics.

Science is fraught with gender inequities that depress women’s professional careers and invade their personal space, as well (Tri-national Conference (2003); Commission on Professionals in Science and Technology, 2004; Rosser, 2004). For example, female PhD students in the U.S. are often excluded from the informal social groupings that advance professional socialization (Etzkowitz, Kemelgor and Uzzi, 2000). Not too long ago, a party celebrating the completion of the PhD by a female scientist in Brazil was interrupted by word that her husband was filing for divorce, apparently unable to countenance her rise in status symbolized by attainment of an advanced degree. A “gender tax” in evaluation of scientific work has been identified in experiments that assign the same paper to male and female authors.

The universitary institutions and the national technology centres, have principally public economic support, and invest a significant amount of these resources in research and development projects, creating significant results with a potential industrial applicability.
Until now, the public policy has followed the US model established from 1980 Bayh-Dole Act. Although the use of this scheme suppose an analysis that is not included in this article, if it is followed in the correct way, this entities must set suitable policies of intellectual property and use of the results raised from that research, using the institutions of intellectual and industrial property.
In this article it is reviewed supperficially, comparing with the American experience, the elements that support the present Chilean public policy in research and development matter, as well as the contract responsibilities of the institutions with the economic support agencies, elements that make mandatory the establishment of intellectual property policy development for each University, with the main objective to kept properly the benefits of the results obtained from the execution of these projects.

Due to the availability of internet-based abstract services and patent databases, bibliometric analysis has become one of key technology forecasting approaches. Recently, latent semantic analysis (LSA) has been applied to improve the accuracy in document clustering. In this paper, a new LSA method, probabilistic latent semantic analysis (PLSA) which uses probabilistic methods and algebra to search latent space in the corpus is further applied in document clustering. The results show that PLSA is more accurate than LSA and the improved iteration method proposed by authors can simplify the computing process and improve the computing efficiency

Each year research institutes develops many new technologies. Understanding the process of developing and bringing new technologies to market is important for researchers and managers of research organizations.
Condense the technology development process and keeping its quality is one of the major strategic challenges within the research institute. The only way is to assure a better interaction of the main process steps of the new technology development process: Research, Development, Engineering, Production and Operation. This could save time, reduce cost and potentially even improve the quality of the outputs.
Since NPD process in manufacturing companies is similar to NTD process in research organizations, the NPD paradigm provided a natural starting point for the commercialization process of new technologies.
We describe the technology development process based on a review of the literature and web sites addressing NPD processes and policies.
Our research effort is to better understand the steps prevalent in the new technology development process and we use a process modeling technique, namely, Process Approach View in our study.
The main limit of this study are lack of material in the literature and the a lack of a system level understanding of the dynamics of the technology development process, both from management and process perspectives among researchers and managers of research organizations.
This model has an integrated approach into a holistic development process of a technology and consists of various research and development (R&D) activities. The model performs better ’predictions of R&D projects’ technical and commercial success and has the potential to be used as a conducting model for research projects in research organizations.

In order to prepare a preliminary analysis of the Brazilian National Innovation System in Biotechnology (NISB), we conducted several interviews and used e-mail questionnaires with different kinds of actors in the system, i.e. university teachers, financing agents, businessmen, etc.
The study suggests that Brazil has a few important strong points, like the scientific tradition in biotechnology, the financing to basic research and the strength of the agricultural sector in the last decade. But there is still a long way to go; sector regulation, the start up companies financing and the cultural aspect of business aversion by researchers seem to be the main obstacles for the country to become a significant player in this sector

This paper discusses the theoretical aspects of the relationship between scientific and technological production of universities and local development. The central argument is that this relationship is potentialized when produced knowledge permits the occupation of a position in the scientific field and is linked to specific forms of local insertion. In the context of globalization, which keeps the center-periphery structure of the world economic system practically intact, articulation is proposed between global and local dimensions of the environment. The recovery of theoretical-empirical categories formulated by Economic Commission for Latin-America and the Caribbean helps to place the discussion in a political sphere, and to characterize local development as an expression of social change on territorially demarcated scales.

The multiple-case study research in three industrial companies - located in Brazil- about organizational changing, comparing cases of lean production system implementation, revealed a suggested interpretation of the determinants and directions of organizational innovation.
The model tries to account for both continuous changes and discontinuities in organizational innovation. Continuous changes are related to secondary innovation, which doesn’t break an organizational paradigm, while discontinuities are associated with a new trajectory, since a primary innovation adopted by the whole organization.
Then, the innovative lean process associated with secondary innovation was inadequate to change the organizational trajectory and it explains the cyclical decisions. On the other hand, the lean production system related to primary innovation, assumes the role as a new trajectory, influencing changes in total organization.
The greatest difference found in the companies for innovative diffusion process, was the aspect of spread the organizational principles or a simple set of management’s tools.

This case study has the following objectives: to provide theoretical fundaments and describe the proposed conceptual model for the formulation of the ST&I policy for the state of Bahia-Brazil, and to describe the methodological procedures adopted and the partial results of its application. Four concepts support this conceptual model: Sustainable Development, Local Productive Arrangements (LPA’s), Local Systems of Innovation (LSI’s) and Networks. These concepts orientate one’s view in the innovative process as a result of interactive actions between social actors, besides underlying its evolutionary path. In spite of the advances, four principal challenges remain: the definition of impact indicators; the effective incorporation of the “priority principle”; the continuation of specific research and setting up of data bases on priority APL’s; and improving the governance structure to deal with different stakeholders.

The development of linkages among resource-based industries and local technology-intensive suppliers plays an important role in economic development. The objective of this article is to determine those factors that have been involved in the successful development of manufacture suppliers within the Chilean salmon industry. It analyses the industry-level and firm-level factors based on a theoretic-explorative and an empirical research. The results emphasise on the opportunities offered by high demand in atomised industries and on the role of the entrepreneur, the use of qualified labour and cooperation in the competitiveness of local suppliers at the firm-level.

Biotechnology is still an emergent industry in Spain with no business models well defined yet. However, in Canada, a leading country for this industry, three models can be already depicted, two of them clearly dominant.
Our empirical fieldwork, based on practically the whole population of Dedicated Biotechnological Firms in Spain, is intended to figure out the significant disparities encountered in the Spanish biotechnology firms in comparison to their Canadian counterparts, in most of the indicators and variables shaping the business models. Our study concludes the Spanish biotechnological industry overwhelmingly compiles services-based companies with low to medium innovative levels. This profile diverges from the most commonly displayed by this industry in Canada.

The increasing concern about the environment has been mobilizing some market segments. Several governmental bodies and industries are preparing to apply an environment policy that diminishes the negative impacts to the nature. The industrial residue, after being generated, needs an adjusted destination, since, beyond creating potential environment problems, the residues represent losses of raw materials and energy, demanding significant investments in the pollution controlling treatments. The food industry produces a series of residues of high value of (re)utilization. Many works study the residues bioutilization such as the crushed sugar cane for protein enrichment of animal ration. In this work it will be presented a study of a possible usage of the crushed sugar cane for the production of Spirulina with satisfactory protein increment results when compared with other results gotten in literature.

In recent years, as the development of science and technology rapidly accelerated, science- and technology-based industries have emerged. Representative examples are the Information and Telecommunications (IT) industry in the late 20th century and more recently the BioTechnology (BT) and NanoTechnology (NT) industries. However, despite the emergence of science- and technology- based industries, industrial policy-makers have suffered difficulties in grasping exactly what kinds of science and technology they should manage. Therefore, in this research, I propose a method of linking science and technology with industry, by adopting the media wherethrough they are delivered. As the media for conveying science and technology, I make use of the scientific articles administered by the Institute of Scientific Information (ISI) and the patents registered in the US Patent Office (USPTO). In this way, I identified 750 journals and 84 US patent classes corresponding to the IT industry, 1779 journals and 7 patent classes corresponding to the BT industry and 483 journals and 16 patent classes corresponding to the NT industry. This research is meaningful in that it emphasized the importance and convenience of scientific articles and patents in formulating today’s industrial policies and showed how to link science and technology with industry, by using the subject categories of the ISI and the patent classes of the USPTO.

Athough there is a profusion of studies related to strategic alliances and technological capacities which evaluate the issues individually, there is a scarcity of studies with empirical evidence relative to the implications of strategic alliances at the technological capacity configuration. Drawing on a scrutiny of specialised databases (Galé, Dialog, and Business & Industry) covering the 1993-2003 period, this article examines the entry and exit composition of innovative capabilities of 25 pharmaceutical companies’ capabilities involved in such alliances. They are organised in three groups: (i) large pharmaceutical companies (‘big-pharma’); (ii) large bio-pharmaceutical companies (‘bio-pharma’); and (iii) small and research-intensive companies. In terms of strategic alliance implications, a change was observed on the technological capacities’ configuration. The evidence suggests that the criteria for partner choice and technological capacity depend on the objectives and needs of each different group of company. Such type of evidence is important to provide researchers, corporate managers, and policy-makers with a concrete notion of the extent to which such division of innovative labour occurs and the actual changes going on the structure and organisation of innovative activities in the pharmaceutical industry.

In the increasingly globalized world economies, a variety of drivers define the market and regulatory contexts for commercializing the strategic innovations that provide significant competitive advantage in the near-term and long-term future. In this study we examine how technological roadmapping integrates these strategic contextual factors with the organizational capabilities and resources of the firm to commercialize strategic innovations. This is done by first examining four roadmapping case-studies: (1) at Motorola, (2) at Sandia National laboratories, (3) the National and International Roadmaps for Semiconductors, and (3) nanotechnologies. A five stage process is proposed for commercializing strategic innovations. Finally, managerial implications and potential future research are discussed.

Socio-environmental impact assessments were carried out on oleaginous crops for biodiesel production under the context of expanding demand in five regions of Brazil. The study brought together representatives of the main interest groups in Delphi-type workshops. Major impacts are related with increases in demand for inputs, resources, and energy, with potential risks on water quality and habitat conservation. In some instances, management practices may improve soil quality, favoring habitats recovery. Crop intensification is expected to bring important contributions for farmer capacitation, income generation and sources diversity, as well as improved management and administration. Institutional especially designed local productive arrangements offer the best options for fostering sustainable development and avoiding environmental degradation risks, under the scenario of expanding demand on oleaginous crops for biodiesel production.

Technology impact assessment may be a helpful tool in the decision-making process. The present work suggests a method to evaluate the impact of technological innovation, providing information organized according to criteria and indicators in several areas where the innovation can be perceived. The method consists of a system that allows the analysis of: i) the innovation range starting from the generation of the significance index, and ii) the assessment of the innovation performance through the analysis of the performance indicators which will compose the magnitude index. This system has a support tool, the software “INOVA-tec v 1.0”, with information shown as a guide to allow a well-informed and a well-based evaluation.

Corporate Portals are applications which integrate information and company services, making them available in one unique access spot. The automotive industry concentrates a huge quantity of information in several areas, considering the centralization of information before the existence of corporate portals hard to implement, due to lack of a convenient technology. The knowledge management concept aims to ensure that everybody inside the organization has access to the knowledge generated, therefore sharing it. In such context, the objective of this work was to identify the use of corporate portals for knowledge management in the Automotive Industry, more specifically the corporate portal for relationship with customers, identifying its use for knowledge management. Some results show that, increasingly, customers are being given the opportunity to customize their purchases, including everything from the exterior shape to the interior features.

This article introduces RFID technology and the EPC Network and investigates their potential for B-to-B eCommerce supply chain management. Based on empirical data gathered from four tightly interrelated firms from three layers of a supply chain, several scenarios integrating RFID and the EPC Network have been tested and evaluated. In the context of warehousing activities in one specific retail supply chain, the results indicate that i) the business process approach seems quite appropriate to capture the real potential of RFID and the EPC Network; ii) RFID technology and the EPC Network can improve the “shipping” and the “receiving” processes; iii) they can automatically trigger some business processes; iv) they foster a higher level of information sharing between supply chain members; and v) they promote the emergence of new business processes such as “process-to-process,” “process-to-machine,” and “machine-to-machine.” The paper helps to improve our understanding of the real potential of RFID and the EPC Network for business processes.

Title: Formulation of Science, Technology and Innovation (STI) policies at Subnational Level: Isomorphism and Attachment to Local Realities
The aim of this work is to discuss the formulation of Science, Technology and Innovation (STI) policies at a subnational level. The paper is based upon a discussion about the issues associated with the formulation of subnational STI policies and a comparison of the procedures adopted in the Brazilian states. It is argued that state governments tend to replicate each other when formulating their STI policies, even if this isomorphic behavior hinders the attachment of the proposed policies with the different local realities. The isomorphic behavior is credited to (i) the necessity of justify the propositions at several different levels of validation; (ii) the lower level of autonomy state governments enjoy (when compared to national governments) to implement their propositions; (iii) the higher level of uncertainty associated to the results of STI policies; and (iv) the adjustment of subnational institutions to federal ones as way of increase their possibilities of getting more resources. Some policy implications of this paper are: (i) subnational governments should try to match the largely accepted trends to their local realities when formulation their strategies of intervention; (ii) subnational STI policies should be permanently validated by all the affected stakeholders; and (iii) partnerships between local governments and the federal governments should be reinforced in order to decentralize the application of resources.

Plastic processors are a “supplier dominated” industry according to Pavitt’s typology. Nevertheless, some firms in this industry seem to be able to explore the increasing use of plastics in different applications as an opportunity for growth. A question that has not yet been explored is: How do firms surpass the limitations of the industry, evolving in successful growth trajectories? This article analyses the growth dynamics of small companies of low to medium technology in order to explore the factors that stimulate the growth of firms in this industry, focusing on organizational profile and technological learning. A case study is presented in order to illustrate the growth trajectory of a Brazilian plastic processor.

Protecting research results has been considered critical for R&D management. New competitive conditions have triggered new approaches to IP management, far beyond protection of research results. Nevertheless competitive intelligence, assessment of licensing (in and out) opportunities, valuation of IP and technology transfer management are new components of this concept. In Mexico, important investments have been made to strengthen research infrastructure and capacities but return on these investments is still very little, mainly because of the lack of experience in IP management. This paper presents the results of an investigation of Mexican Petroleum Institute’s experience.

In her PhD, she investigated the acoustic spectra of polyols and other molecules using a Magnetic Acoustic Resonator Sensor, a state-of-the-art system developed in her Laboratory at the Institute of Biotechnology of the renowned University.

The pharmaceutical industry comprises establishments primarily engaged in manufacturing drugs, medicines and related products for human or animal use. Nowadays, bio pharmaceutical corporations are facing serious inefficiencies in their drug discovery process. The drug discovery process consists of four phases. These are research phase (average 3 years), pre-clinical testing phase (average 1 year), clinical trial testing phase involving human patients (average 10 years) and regulatory approval phase (average 2 years). Undoubtedly, research is the step in which substantial risks are being taken. During this process, researchers develop tests to screen libraries of chemical compounds against therapeutic targets, evaluate the amount of a drug required to effectively treat the disease, study the extent to which a drug interacts only with the target, assess the presence and significance of any harmful side effects and design the way the drug is going to be administered to patients.

I analyze how to manage employees to achieve a balance between exploration and exploitation in large established firms. Previous studies suggest that, although firms need to undertake both exploration and exploitation simultaneously, this is difficult either because of the scarcity of resources or because of the incompatibility of these two processes. Proposed solutions have been ambidexterity, punctuated equilibrium or specialization. I suggest another method: managing employees. Specifically, I argue that using the so-called “innovative” system of human resource management practices, consisting of team-based incentive system, team-based job design, and job rotation, enables the firm to undertake exploration and exploitation simultaneously because it provides the psychological safety for people to explore new knowledge to make novel products and develops employees to have the perspective-taking capability that enables the integration of knowledge cross-functionally for efficiency. Using the so-called “traditional” system of human resource management practices, consisting of individual-based incentive system, individual-based job design, and no job rotation, has limited impact on either exploration or exploitation because it does not create the psychological safety for people to explore new knowledge and does not develop the perspective-taking capability needed for exploitation. Moreover, mixing practices from both systems is better than only using the traditional system in achieving exploration or exploitation, but less effective than only using the innovative system as the mix of practices can create inconsistent expectations on employees.

Manufacturing based corporations often find themselves confronted with complexities of increased pressures to innovate in order to ensure their comparative market positions. In order to react to various exogenous changes corporations need to develop strategies that match their manufacturing resources as well as products with the markets requirements. Technology scenarios represent a holistic approach for managing innovation processes and technologies efficiently. A multidimensional requirement catalogue for specific product- market- combinations represents the fundamental building block for the ranking of particular material- components and technologies. The following analysis through evolutionary algorithms for compatibility between and amongst them provides the necessary information about their suitability. The resulting scenarios and roadmap and a regular monitoring process are prerequisite for the managerial decision making process and the implementation technology strategies.

The concept of innovation has evolved significantly over the last decade. It now appears that inherent successful innovation can be explained by the influence of the social networks and social capital. Originally based on tangible forms of capital and the necessity of technology pull and push, innovation management is now integrated in a larger system. The innovator’s social network contains knowledge and information obtained from multiple connections in the social capital embedded in organisational and Inter-organisational network. This study shows the impact of inter-organisational, personal and business network in different sectors. The impact of the different networks on start-ups and mature companies, and how this is related to different performance levels in mature companies, is also outlined.

The environment surrounding organizations is characterized by an increasing necessity of competent personnel but with finite competence level. From the scope of the management of those human resources, one of the most crucial aspects is to be able to measure the competence level of each professional as quickly and precisely as possible. This paper introduces a tool, based on HR-XML standard, to feed competence evaluation with data or evidences that help to fit performance evaluations to the actual performance of the employees. Mobility capabilities in performance evaluation, particularly in the innovation field, involve an inventive contribution to current Competence Management Systems that, due to their lack of flexibility, hinder the full development of the capability to include evidences wherever they may take place, whether it is at work, at client’s office or in a recruitment interview.

Social demands related to native forest ecosystems are based on an efficient management, with a balance between conservation and timber production. This paper describes the industry adaptation to a biodiversity program with an alternative regeneration method. The proposed method leaves 30% of the timber-quality forest as aggregated retention and 15 m² ha-1 basal area as dispersed retention. While many costs increased considerably, the incomes also may increase by applying new management strategies and technology innovation. A monitoring program was established in the harvested stands to evaluate the ecological functionality of the applied regeneration system (forest structure, climate change, regeneration dynamics, habitat quality and abiotic cycles). The implementation of an innovated technology and monitoring program in the forest and industry determined a balance between economic values and biodiversity conservation.

The present article analyses the active principle and drug sector in Brazil after 1990. It has five sections showing that, at that time, the government priority was to maintain economic stability to the detriment of strengthening national drug industry. The article analyses the actions implemented through projects and concluded that the results of such policy were not satisfactory. Results show that the country continues to depend on multinational companies which control and progress vertical and horizontally in all stages of drug production to developing countries, thus benefiting from competitive advantages. Finally, it points out the measures needed for Brazil to join the active principle and drug international market.

Title: The University-Industry Relations in Latin America: The Misuse of Foreign Models?
This article examines how Bolivian lecturers respond to the debate on the production of knowledge and its transfer to the productive sector and its implications for the transformation of Latin American universities. The empirical analysis is based on a survey of 349 lecturers from Bolivian public universities, which inquired into aspects of university-industry relations (UIR). Although the results indicate that lecturers are in favour of relations with firms, there are several barriers to such relationships, such as lack of institutional support, generally unfavourable atmosphere in universities, and an industrial structure comprising few firms in knowledge-intensive sectors and firms with low absorptive capacity. In the context of Bolivia, unlike what occurs in developed countries, UIR have been configured around scientifically unimportant activities which has had a negative effect on the consolidation of research.

Title: An Exploratory Study on the Use of the Information of Costs in Clothes Industries in Ponta Grossa City.
The objective of this article is to identify whether the companies use or not information of costs to manage their costs of production. The study analyzed the costs administration practices developed by the segment of clothes industries in Ponta Grossa city in the state of Paraná - Brazil, through the application of questionnaires. It has been observed that, in its majority, the researched companies are small companies, managed by their owners. The evidences show that there is a lack of computer systems making it difficult to manage the level of supplies and thus the use of cost information of the researched industries. According to most companies, the information of costs they possess are basically used with the purpose of pricing their products, and some of them use it to control and to reduce their level of costs.

Tropical fruit juice production shows an annual increase in volume of 15 to 20% in Brazil. Growing demand for processed fruit pulp arouses juice industry interest to search for novel technologies. High Hydrostatic Pressure (HHP) is an innovative technology which allows juice production with improved sensory characteristics compared to pasteurization, meeting consumer demands for fresh-like foods. Despite recognized advantages of pressurized products described in the literature, a positive consumer attitude towards them is required to guarantee their success in today’s competitive global market. The objective of this study was to evaluate the effect of packaging attributes on consumer expected liking and purchase intention of passion fruit juice. One hundred and twenty consumers evaluated twelve prototypes for expected liking and purchase intention. Data were analyzed using ANOVA, Conjoint and Cluster Analyses. Results showed that information about benefits of used technology (HHP) presented on the package played an important role on consumer attitude, suggesting a positive contribution to his/her satisfaction, a key point for the food industry.

Traditional knowledge, hereinafter TK, is a broad concept that is deeply rooted in the life of billions of people, especially within the indigenous communities that have developed it either in the North or in the South. TK has multiple manifestations in several fields, from medicinal uses of plants and herbs, to artistic creations. Bio-prospective activities during the 90 have brought the TK problematic to the international fora: the indigenous communities, South Governments, NGO’s and some other groups have complained against the everlasting misappropriation of TK. Since genetic resources are scarce in the North, TK has been reaching increasing value for transnational companies and Universities research groups who have turned their interest to it as a critical source of their R+D projects to advance their business and academic agendas. This work addresses the problematic of TK as well as the Access to Genetic Resources and the benefit Sharing derived from it (hereinafter ABS). It intends to contribute to clarify some still obscure issues for Chile and to show some valuable international experiences to advance in the process of drafting a national strategy, policy and legislation to regulate the issues surrounding TK and AGR. The work calls for a collaborative approach between the main stakeholders to better achieve huge humanity challenges as fighting hunger and catastrophic diseases. The first part addresses the main concerns about TK from an international legal perspective, explaining different views and issues, some of them quite controversial. The second part brings up an interesting new approach to align conflicting interest in the international world, the so-called public-private partnership. The third part is an attempt to provide guidance to decision makers in Chile and eventually some other developing countries on how to face such a process having in mind the fulfillment of the principles and objectives surrounding TK and ABS. The work ends with some conclusions and thoughts regarding the matter.

China’s logistics industry has started to pay attention to adopt more efficient logistics technologies to provide better services for their customers. This paper employes the questionnaire survey to study the factors influencing the adoption of technological innovations by logistics service providers in China as well as the influences of technological innovation on supply chain performance. Technological innovations are categorized into data acquisition technologies, information technologies, warehousing technologies, and transportation technologies. The results show that the adoption of technological innovations is significantly influenced by technological, organizational and environmental factors, and adopting innovative technologies will increase supply chain performance for the logistics industry in China.

The knowledge industry is becoming the dominant contributor to sustainable growth. It is causing a paradigm drift towards knowledge capitalization for improvement of productivity-driven competition to attain better economic performance, wealth generation, and development. Research has identified an “intellectual entrepreneurial capacity gap” as the constraint to attaining equity between developed and developing economies. The gap is fuelling the growing technological innovation divide – the widening boundary between developed and developing economies. As a contribution to reducing the gap, this paper presents a conceptual framework of drivers for intellectual entrepreneurial capacity in knowledge capitalization for technological and economic leapfrogging in development.

In spite of the variety of studies regarding innovation management questions, there is still a lack of studies concerning the structuring of the innovation management activity in developing countries’ firms. In parallel, there is an increasing number of studies arguing that these firms have no innovative capabilities. Traditionally, however, the metrics used for analysing the innovative capabilities of firms of this nature, such as patents and research and development investments, are incapable of understanding how the innovation process occurs. This study seeks to contribute with the filling of these existing gaps. In this sense, it suggests a total innovation management system focused on the reality of developing countries’ firms, which gives rise to a group of non-conventional indicators to examine the technological capabilities, such as cadence and projects’ mix, here presented and discussed.

The current models of National Innovation Systems (NIS) are based on interactions and learning across three institutions: government, university and industry. This empirical study of the evolution of innovations in rubber and tire technologies such as the collaborative innovative suppliers (of raw materials and human capital) and disruptive rival innovators to the traditional tri-helical model of National Innovation System. This was empirically examined for the evolution of rubber and tire technology and the rise and decline of its innovative region: the Rubber Capital of the World in Akron, Ohio.

Commercial potential is the opportunity of commercialization of the candidate technology. Every new technology to reach market needs to thrive and prosper in a continuously changing and unpredictable business environment. Determination of commercial potential of a technology is a necessary prerequisite element for defining successful commercialization strategies. Commercial potential can be determined by various methods.
The focus of this paper is on developing of a Fuzzy system for measuring commercial potential of a candidate technology at the early stage of development before spend the time and effort, based on Strategic Technology Evaluation Program (STEP).
Based on STEP, for commercialization, every new technology needs a number of characteristics; these characteristics are broken into some dimensions and this dimensions to some indices.
For measurement of commercial potential we use “IF {Fuzzy antecedents} THEN {Fuzzy consequent}” rule. This system uses experts’ knowledge and includes implementation of Fuzzy logic method and terminology.
The approach that is described here is simply a framework, which can be modified to fit different situations as appropriate.

This article describes the modeling of factors that affect the adoption and use of Information and Communication Technologies (ICT) in Telecenters context. For such, some conceptual dimensions are used, such as a potential demand model (PDM), which aims at characterizing processes that determine the technological acceptance, and an acceptance dynamics model (ADM). Together, PDM and ADM constitute a simulation combined model based on agents that allow the analysis of the effect of different aspects related to Telecenters and the users’s individual profile, according to the target audience behavior. This modeling approach intends to constitute an analysis tool that is able to help formulate digital inclusion public policies.

The evolving role of public research institutes in the world in the recent decades has placed significant challenges for them. Governments and stakeholders continue to question their relevance and their ability to adapt to the changing circumstances and demands from society. Attempts to develop new organizational models and management strategies are common in both developed and emerging economies. Public R&D laboratories are thus faced with the need to undertake rapid organizational learning processes in order to adapt and to maintain legitimacy. However, these learning processes may be more complex and difficult when the institutional arrangements in which these organizations are nested are themselves immature. We present an analysis of those learning processes on the basis organizational case studies in Mexico and abroad. Theoretical and policy issues are discussed.

A supply chain is a network of facilities and distribution channels that encompasses the procurement of materials, production, assembly and delivery of product or service to the customer. The management of the supply chain and the roles of various actors involved differ from industry to industry and company to company. As a result Supply Chain Management (SCM) has become a vital issue for manufacturers, professionals and researchers. It is felt that to manage the supply chain effectively entire structure of supply chain must be understood properly. This paper attempts to provide the reader a complete picture of supply chain management through a systematic literature review. It presents a state of art on SCM by systematically arranging main activities in supply chain. In addition the step-by-step approach for understanding the breadth and depth of Supply Chain is proposed which consequently explores the domain of SCM.
